How Kentucky's Graduated Driver Licensing Program works

  • Learner's permit: Available from age 15, with a licensed driver 21 or older seated beside you at all times. You'll need to log 60 hours of supervised driving, 10 of them at night, signed off by a parent or guardian, and hold the permit for at least 180 days before you can move up. Any traffic violation during this stage resets the 180 day clock back to zero.
  • Intermediate license: Available at 16, once you've held your permit 180 days and passed your road skills test. For the first 180 days on this license, you can't drive unsupervised between midnight and 6 a.m., and you're limited to one non-family passenger under 20.
  • Full license: Available at 17, once you've held the intermediate license 180 days with no traffic violations and completed a 4 hour driver education course. If you turn 18 while still on an intermediate license, you can move straight to a full license once that course is done.

What's actually tested on the road skills test

Kentucky State Police examiners score stops, backing up, turning the car around, parallel parking, intersection approaches, lane use, right-of-way decisions, and overall vehicle control. Specific elements include a quick stop from 20 mph on command, backing up 50 feet at a slow speed while looking over your right shoulder, and signaling turns for the final 200 feet before you make one. You need a score of at least 80% to pass, and being in an accident or committing a traffic violation during the test is an automatic fail. Backup cameras are allowed since a 2022 rule change, but examiners expect you to still check your mirrors and blind spots rather than relying on the screen alone.

The Kentucky State Police runs every driving test in the state directly, not county circuit court clerks. Since 2022, you're no longer restricted to testing in your home county: you can book an appointment at any KSP regional testing location statewide, whichever is most convenient.
